Bags not being the education minister that tells management students they are going to have to pay more for their degree than english literature students. ACT on campus will have a field day.

Perhaps the reason this ‘rubbish’ is there is to confuse people so much they don’t notice that the policy goes against their value judgments. From casual evidence, i.e., that we have a policy at all, I would say it is probably the most efficient way to pass a policy despite a myriad of viewpoints.
