Indeed - I agree that knowledge about movement is another important component to truly understanding things like &quot;poverty&quot;.

After all, a student will start as a low income earner and then move into a high group later - as a result they shouldn&#039;t be treated the same as people with low lifetime income.

However, I think that Stats is trying to build up information on this sort of thing, eg:

Indeed it depends on our definition of fair.  By giving everyone the same $ amount in a tax cut, we ensure that people on higher incomes will be paying proportionally more tax than they would have been.</description>
