Had you only said “Fundamentally, I believe that these economists are making an implicit moral judgment when they state that we need to “improve current outcomes”” you would have been correct, but even then the moral judgment involved is nothing more controversial than good old fashion Utilitarianism. For most economists utilitarianism is implicit in the work they’d do and good luck to anyone who wants to argue against this particular political philosophy at present. (i.e. good luck to anyone who wants to make a competing moral case for why we shouldn’t be trying to improve well being).
The “through employment and consumption” bit isn’t a moral judgment at all. It’s something that’s either right or wrong when it comes to improving outcomes.
