I would say that he is “dulling down” the trade-off between government spending and government income – in so far as he may believe that this is a situation where extra government spending could be fully funded by itself. This is the left-wing equivalent of the Laffer curve …

However, I wouldn’t say this makes him economically illiterate – I just think he might underestimate the relevance of some other commentators point of view on the issue.
