Where we place the burden of proof regarding shifts in policy is a tough issue as well. I suspect there are other disciplines that work with the stock of policy (say public policy) and the key role of economists is to discuss incremental change? Do you think that is descriptive of the way it is now? Do you think that is indicative of the way it should be? Genuine question, I’m not really sure 🙂
